DIRECTOR- INFORMATION & COMMUNICATION TECHNOLOGY (ICT)

Job Purpose

Reporting tothe Director General, the Director of Information & CommunicationsTechnology (ICT) will be responsible forthe development and implementation of the overall ICT strategy and servicedelivery in the Authority. The role holderwill also be a member of the Executive Team and is expected to participate inAuthority management activities that may be outside their immediate Directorate.

Key Responsibilities

•Develop the Directorate strategy for harmony with the Authority Strategy for  enhanced efficiency and effectiveness of operations;

•Formulate and maintain ICT governance frameworks and policies aligned with major frameworks and standards in the marketplace;

•Coordinate the development and implementation of Directorate work plans to ensure the strategies are implemented within the set time lines and quality standards;

•Consolidate ICT budgets, align with annual work plans and submit to relevant authority for approval and facilitate the allocation of resources critical for the implementation of key projects;

•Develop effective stakeholder communication and engagement strategies to ensure buy in from end users;

•Provide advisory services to the Authority in the area of innovation and emerging digital technologies so that short and long-term sustainable returns on ICT investments are realised;

•Establish and maintain robust enterprise security management, risk management, and up to date business continuity plans for all ICT services and systems;

•Develop policies and procedures in order to provide guidelines that enhance compliance with legal guidelines and with the other Authority policies and procedures;

•Monitor ICT service delivery in order to ensure maximum ICT support to users for enhanced utilisation of ICT facilities;

•Formulate and monitor the implementation of the ICT control policies and procedures to ensure optimal resource utilisation;

•Develop Authority ICT standard operating procedures and best practices and provide guidance to users in order to achieve maximum benefits for all;

•Coordinate an end-to-end implementation of ICT projects for smooth delivery of the projects in line with the set timelines, quality standards and budget;

•Review ICT systems, procedures and policies in line with best practice and the Authority operational needs and strategies;

•Coordinate the preparation of specifications for the software and hardware to be procured in support of the Authority operations, to ensure the software and hardware are compatible with the needs of the Authority;

•Develop disaster recovery systems and business continuity plans for the Authority and to coordinate the testing of the plans on a periodical basis;

•In liaison with the Legal Services & Authority Directorate , review and approve service level agreements and other contracts for the ICT equipment and services;

•Working with Procurement & Supplies Unit, maintain relationship with ICT vendors on software and hardware use, determining fitness of purpose, discussing necessary modifications, and entering into appropriate agreements that realise value for money for the Authority;

•Develop and maintain a plan to ensure high availability and optimum operating levels of ICT equipment;

•Manage application systems, determine user needs and develop or acquire appropriate software;

•Manages the Authority database to ensure security, backup, integrity, availability and accuracy of data;

•Supervise, manage and lead the staff in the ICT Directorate; and

•Carry out any assignment as may be delegated by the supervisor.



Knowledge, Skills, Qualifications and Experience

•Grade 12 School certificate with at least five (5) credits that should include English and Mathematics;


Competencies required for this Role

•Degree in Computer Science or related field;

•Master’s degree in computing field added advantage, and

•Relevant ICT Certification
