Human Resource Manager

Job Purpose

Reporting to the Director Human Resource and Administration, this role is responsible for ensuring that the National Health Insurance Management Authority (NHIMA/Authority) is adequately resourced with the necessary headcount and skills. It will therefore be responsible for recruitment of staff based on approved budgets and headcount, development of staff, compensation, retention and managing employer-employee relationships and off boarding processes                                                                                     


Key Responsibilities

The key functions of the role will include but not limited to;
• Responsible for processes of recruitment, selection and placement of staff in the Authority in line with the budget and organizational chart;
• Providing guidance and interventions to line managers on coaching and mentoring of junior staff as an avenue for developing talent within the Authority;
• Undertaking training, development and induction activities for the Authority, ensuring that staff at all levels have the requisite skill set required in their jobs and that new employees are given the support needed for them to settle down quickly and thus add value to the Authority;
• Administration and implementation of the Performance Management Plan in line with the Policy at individual, departmental and institutional levels ensuring that staff receive the necessary support from the institution to aid their performance;
• Developing and implementing an internal communication strategy that ensures that staff are kept informed of all management plans and activities;
• Working hand in hand with the supervisor in preparing staff related budgets and ensuring that all HR/staff related spend is within approved budget;
• Managing compensation related processes such as salary and benefits reviews, increases and remuneration surveys and presenting these to management for decision making;
• Management of the payroll with all the attendant controls;
• Interpreting the labour laws insofar as they affect the Authority’s operations;
• Training Line Managers and all other staff on matters on the provisions of the Disciplinary Policy, Code & Grievance Handling Procedure to encourage compliance;
• Develop training materials and performance management programs to help ensure employee understand their job responsibilities;
• Ensuring that job descriptions and KPIs are in place and up to date for all staff;
• Working with the supervisor to maintain a cordial working relationship with the unions and ensuring that collective bargaining achieves a win-win outcome for both parties;
• Interpreting, disseminating conditions of service and ensuring that there is equity in their application;
• Managing documentation and HR related records to facilitate easy storage and retrieval;
• Managing a team of HR employees.
                                                                                        



Knowledge, Skills, Qualifications and Experience

• ‘O’ level School certificate with at least 5 credits which must include English and Mathematics;
• Bachelors Degree in human resource management, any social science or its equivalent; and
• At least 7 years of industry experience in Human Resource Management at a middle or senior management level.

Must be a Full Member of the Zambia Institute of Human Resource Management.



Competencies required for this Role

• Must be detail orientated and a highly organized self-starter;
• Must be an effective communicator orally and in writing;
• Proficiency in office applications such as Word, Excel, PowerPoint and other relevant applications;
• Demonstrable experience in leading teams and ability to influence them reaching desired organisational objective; and
• Strong negotiation and influencing skills
