Procurement and Supplies Officer- Compliance & Reporting

Job Purpose

This role is responsible for advising the Procurement and Supplies Unit on matters of compliance with Zambia Public Procurement Authority (ZPPA) requirements and advising the Unit on current trends in the procurement field at the National Health Insurance Management Authority (NHIMA).

The officer will be responsible for the day-to-day operations of the procurement activities through timely sourcing of consulting services and non-consulting services in order to meet the Authority’s requirements.

Key Responsibilities

The key functions of the role will include but not limited to;

•Advise the Head Procurement and Supplies Unit on matters of compliance relating to Public Procurement Guidelines and Regulations.

•Preparation of compliance reports for Submission to ZPPA as required by law Relating to procurement.

•Ensure timely submission of NHIMA Procurement Committee Minutes to ZPPA 

•Monitoring of procurement of goods, works and services by NHIMA in the Public Sector to ensure transparency and accountability in the procurement process.

•Deciding on day-to-day operations and preparing individual work plan to ensure smooth implementation of programmes and activities.

•Monitor Procurement trends from ZPPA website and any other relevant procurement informers and submitting report to the head of procurement. 

•Ensure timely responses for all reports and clarifications requested by ZPPA

•Maintain a Risk Register and implement mitigation measures in liaison with the Audit and Risk Department

•Maintenance of NHIMA Supplier Register 

•Following up action on implementation of recommendations by the NHIMA PC.

•Finding out status of order from suppliers contracted by NHIMA and advice on mitigation measures to ensure goods/services are delivered in the quickest possible time.

•Providing secretarial services to the NHIMA Procurement Committee in liaison with Head Procurement and Supplies Unit.

•Coordination of works in the Authority leading to preparation and submission of procurement plan to ZPPA.

•Monitoring of performance of the Procurement Plan (Planned Activities against Actual) and giving periodical reports to Head Procurement and Supplies Unit for onwards implementation by Management

•Procurement of goods, services and works in order to ensure their timely availability.


Knowledge, Skills, Qualifications and Experience

•Grade twelve (12) School certificate with 5 ‘O’ levels with credit or better including Mathematics and English Language.

•Bachelor of Science in Purchasing and supply or its equivalent with a valid practicing license;

•Demonstrable experience in procurement and supplies with at least three (3) years in a procurement and supplies field.
