As a part of the Government’s efforts to achieve Universal Health Coverage, it enacted the National Health Insurance (NHI) Act No. 3 of 2018 which established the National Health Insurance Scheme, “the Scheme” which is aimed at providing health insurance cover to all Zambian citizens and established residents, regardless of their social economic or employment status. The Scheme would operate through a single risk pool to ensure cross subsidisation among the rich and the poor, young and old, health and sick, with an aim of improving access to quality, affordable and equitable health care services.
The NHI Act also established the National Health Insurance Authority (NHIMA) which was to administer the Scheme.
As part of the operationalization of the Scheme, the Authority engaged ZSIC Life Limited (the Consultant) as a consultant for the design, implementation, deployment, and support of the operational infrastructure of the Authority under a special purpose vehicle called the Project.
