Procurement Officer- Compliance and Contracts

Job Purpose

This role is responsible for advising the Procurement Department on matters of compliance with Zambia Public Procurement Authority (ZPPA) requirements and advising the Department on current trends in the procurement field. The officer will be responsible for the day-to-day operations of the procurement activities through compliance and contract administration in order to meet the Authority’s requirements.

Reporting:

The officer will be reporting to the Senior Procurement Officer and will have one assistant procurement officer reporting to them. 


Key Responsibilities

The responsibilities of the officer will include but not limited to;

⦁Advise the supervisor on matters of compliance relating to Public Procurement Guidelines and Regulations,

⦁Help prepare compliance reports for Submission to ZPPA as required by the Public Procurement Act and Regulations,

⦁Monitor and ensure timely submission of NHIMA Procurement Committee Minutes to ZPPA once adopted, 

⦁Monitoring of procurement of goods, works and services by NHIMA to ensure transparency and accountability in the procurement process,

⦁Consolidating of departmental day to day individual work plans to ensure smooth implementation of programmes and activities,

⦁Monitor Procurement trends from ZPPA website and any other relevant procurement informers and submitting reports to the supervisor, 

⦁Ensure timely preparation of responses for all reports and clarifications requested by ZPPA,

⦁Maintain a Risk Register and implement mitigation measures in liaison with the Audit and Risk Department,

⦁Maintenance of NHIMA Supplier and Contracts Register, 

⦁Finding out status of order from suppliers contracted by NHIMA and advice on mitigation measures to ensure goods/services are delivered in the quickest possible time,

⦁Monitoring of performance of the Procurement Plan (Planned Activities against Actual) and giving periodical reports to the supervisor for onwards implementation by Management, and

⦁Ensure implementation of Audit findings and help close pending Audits.



Knowledge, Skills, Qualifications and Experience

⦁Grade twelve (12) School certificate or its equivalent with 5 ‘O’ levels with credit or better including Mathematics and English Language,

⦁Bachelor of Science in Purchasing and Supply or its equivalent with a valid practicing license, and

⦁Demonstrable experience in procurement with at least 3 years in a procurement field.

⦁Proficiency in office applications such as Word, Excel, PowerPoint and many other relevant applications,

⦁Must be Innovative and proactive,

⦁Must have a high degree of attention to detail, 

⦁Tact and diplomacy; and

⦁Must be conversant with the use of the electronic government procurement eGP system.
