Key Functions/Responsibilities
<p><strong>Primary Responsibilities:</strong></p><p><strong>Contract Management </strong></p><ul><li>Participate in the negotiation of contracts, agreements and MoU’s;</li><li>Undertake timely review, vetting and drafting of contracts, agreements, and MoU’s;</li><li>Facilitate timely execution and clearance of contracts and agreements, including clearance by the Ministries of Labour, Finance and Justice;</li><li>Develop and maintain a Contracts’ register; </li><li>Ensure that all Authority contracts and agreements are properly stored; and</li><li>Track and monitor performance of contracts and agreements</li></ul><p><strong>Compliance and Enforcement </strong></p><ul><li>Undertake compliance and enforcement activities to reduce incidents of default;</li><li>Undertake debt recovery activities to increase collections; </li><li>Prepare and ensure execution of Time to Pay Agreements;</li><li>Develop and maintain a tracker for Time to Pay Agreements; and</li><li>Attend to enforcement of judgements and Time to Pay Agreements.</li></ul><p><strong>Prosecution</strong></p><ul><li>Undertake Prosecution of non-compliant entities before the Courts;</li><li>Prepare and file appropriate Court documents for Prosecution of matters; and</li><li>Develop and maintain a tracker of all prosecution matters.</li></ul><p><strong>Civil Litigation</strong></p><ul><li>Conduct research, prepare and file the appropriate Court documents;</li><li>Develop and maintain a tracker for all civil matters; and</li><li>Represent the Authority in all civil litigation before the Courts.</li></ul><p><strong>Internal Legal Advisory and Support </strong></p><ul><li>Keep up with current changes in laws and contribute to the enhancement of the knowledge base of the Authority’s legal function;</li><li>Render legal advice on any new government policy or legislation, or changes to government policy or legislation which might impact the Authority;</li><li>Undertake legal research in matters of interest to the Authority; and </li><li>Provide timely legal advice and legal support to the Authority.</li></ul><p><strong>Arbitration</strong></p><ul><li>Conduct research, prepare, and file the appropriate documents in Arbitration matters; and</li><li>Represent the Authority in Arbitration proceedings.</li></ul>
Education and Experience
<ul><li>Grade twelve (12) School certificate with 5 Merits which should include English Language and Mathematics;</li><li>Bachelor’s degree in law from a recognised University;</li><li>Member of the Law Association of Zambia with a valid Practicing Certificate;</li><li>At least two (2) years post qualification experience, preferably in an organization of similar size and scope in legal complexity; and</li><li>A Certificate in Advanced Prosecutions will be an added advantage.</li></ul>
Attributes and skills
<ul><li>Effective communicator with excellent interpersonal and communication skills.</li><li>Must be proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel); scheduling appointments/updating calendars;</li><li>Must have excellent analytical skills;</li><li>Must have demonstrated ability to offer sound legal advice and representation;</li><li>Must have exceptional attention to detail;</li><li>Must have ability to work in collaboration with people at various levels and from different backgrounds; and</li><li>Must have excellent organisational skills, time management skills and ability to prioritize.</li></ul>
