Key Responsibilities

The key functions of the role will include but not limited to;

  • To research and provide legal advice on all legal matters affecting the Authority either directly or indirectly in order to adhere to the Governing Laws of the Country;
  • To keep custody of the Authority legal and regulatory frameworks and other statutory documents;
  • To ensure all policies and procedures of the Authority meet the requirements of relevant legislation and reflect best practice;
  • To represent the Authority in litigation cases in order to safeguard the interests of the Authority and interpret all judgements delivered for or against the Authority;
  • To provide legal opinion on all agreements and contracts in order to protect the interest of the Authority;
  • To facilitate collaboration with the Attorney General’s Chambers on legal matters and opinions affecting and impacting the Authority;
  • To provide advice to the Authority on all proposed amendments to the National Health Insurance regulations as may be required;
  • To prepare and file legal documents;
  • To interpret laws, rulings, and regulations and advise the Authority on how to proceed;
  • To provide secretarial services to the Board and its Committees in order to facilitate the smooth conduct of Committee and Board business;
  • To ensure that the procedures for the appointment of Directors of the Board are properly carried out in accordance with the applicable law;
  • To facilitate for a smooth flow of information between the Board and its Committees on one side and Management on the other; 
  • To be the custodian of the Authority’s policy universe through provision of oversight and coordination of annual review of all existing policies and related governance documentation;
  • To assist with induction, on-going training and education of Directors; including assessing the specific training needs of directors and executive management in their fiduciary and other governance responsibilities;
  • To ensure that the Board and Board Committee charters and the terms of reference are kept up to date;
  • To provide custody of the Authority Common Seal and manage its use;
  • To supervise employees in the Legal Services Unit; and
  • To perform any other duties lawfully assigned by the supervisor

Education Requirements

  • Grade twelve (12) School certificate with 5 ‘O’ levels with credit or better including Mathematics and English Language;
  • Bachelors Degree in Law (LLB) from a recognised institution;

Experience 

  • Must be an advocate of the High Court for Zambia and holder of a current practicing certificate from the Law Association of Zambia;
  • Not less than Seven (7) years’ experience in legal practice at a senior management level in an organisation of similar size or reputable law firm
